National Science and Technology Policy is the policy that introducing the theme of science and technology in the whole of daily activity in the society. This policy is more emphasize the using science and technology resources in economy development and industrial sector. Government introduced this policy to support the vision of “Wawasan 2020” which is the 6th of “Wawasan 2020” is having the ability to handle science and technology resources.
The aimed of National Science and Technology Policy is to encourage every part in society to behave the ability in developing and to arrange the available since and technology resources. This policy actually is trying to encourage the society to be creative and innovative base on science knowledge and encourage them to grab the opportunity to learn the available technology by hopping that they can contribute something for the evolution of science and technology in the future.
One of the important elements in this policy is the exchange the old mechanism in managing and developing the economy to the new mechanism which is support by science and technology method. The new mechanisms will able increase the efficiency in managing economic development.
A part from the support of economic management, this policy is also has a strong relationship with the industrial sector development. Science and technology (with the high technology system) is very useful to support the activity of industrial sector.
The good impact of this policy implementation is, the nation will get the high return in economy when the efficiency in managing and using science and technology can apply in industrial activity likes producing rubber, oil palm, coco, and pepper. Indirectly Malaysia can keep on maintaining as one of the main producer of rubber, oil palm, coco and pepper.
The government is very serious to develop science and technology knowledge and for that, the government was decided to keep science and technology method in supporting the whole of economic development activities. It was stated in the 5th Malaysia Plan (RM5). It shows that to develop the country, science and technology is the most important element. The main point is, RM5 is planning to integrate the since and technology development with the economy development plan. The reason is, to orientate the practical using of the available science and technology resources.
If we look back in the IMP1, the IMP1 is requiring the progression in industrial sector development parallel with the progression of the technology. The progression in technology indirectly will help industrial sector to upgrade their production and produce a good quality of output to the market.
In the other word, this policy encourage the using of Science and technology as the implement to develop the economy, increase the standard of leaving in society, to defense the country from threat and the most important thing is, it is one of the part of Nation Socioeconomic Development Policy (Dasar Pembangunan Sosioekomomi Negara).
Three main objectives of National Science and Technology Policy is :
1. To develop indigenous technology capability especially in mechanical and scientific, R&D programme and high education.
2. To generate the society with already oriented with available technology and to generate the energetic and innovative society so that they are able to exploit the available technology and from then on, country may use the available technology practically.
3. Absorb foreign technology in the country through business transaction, negotiation, franchise and so on.
The strategy to achieve these objectives is to integrate the Nation Science and Technology Policy with the other national policy.
To implement Nation Science and Technology Policy, 5th Malaysia Plan (RM5) budgeted RM 4146 Million for this policy and MPKSN (Majlis Penyelarasan dan Kemajuan Sains Negara) is responsible to control this policy. The conclusion is, the development in industrial sector is very important to economy progress because from industrial activity, the economy will work actively. But, to have a consistent progress in industrial sector, science and technology method requires in supporting the progression. That’s why the government is very responsive of the development in science and technology to generate the dynamic industrial sector. One of the good impact of this policy that we can see until now is, the good performance of PETRONAS and PETRONAS become the best top 10 company of producing oil and gas in the world. PETRONAS was established by Tun Abd Razak and Tun Dr Mahathir Mohamad success to put PETRONAS as one of the best producer oil and gas.
